The African Union (AU) is set to host the Second Reflection Forum on Unconstitutional Changes of Government (Accra II Process on UCGs) from Monday, March 18 to Tuesday, March 19, 2024, in Accra, Ghana. Under the theme “Robust Response, Deepening Democracy, Sustainable Security,” the forum aims to address the growing concern of unconstitutional changes of government across the African continent.
The event will be inaugurated by President Nana Addo Dankwa Akufo-Addo and will draw participation from African policy and decision-makers, including representatives from the Peace and Security Council, Permanent Representatives Committee, armed forces of AU member states, as well as the AU Commission and relevant AU organs, regional economic communities, and mechanisms.
Building on the successes of the inaugural forum held in March 2022 and the Malabo Declaration adopted during the 16th Extraordinary Session of the Assembly of the African Union on May 28, 2022, the Accra II Process seeks to assess the progress made since the previous gathering. Mr. Bankole Adeoye, Commissioner for Political Affairs, Peace and Security at the African Union, emphasized that the forum would critically evaluate the efforts and initiatives undertaken since 2022, highlighting both achievements and gaps in implementing recommendations.
Moreover, the forum will provide a platform to review recent developments and offer recommendations to enhance the AU's responses to the evolving challenges posed by unconstitutional changes of government. Mr. Adeoye underscored the importance of addressing the rise in such incidents collectively to maintain peace and security in the subregion.
Reaffirming the AU's commitment to democracy as the cornerstone of governance in Africa, Mr. Adeoye emphasized the imperative of safeguarding and enhancing democratic practices to promote peace, security, and development across the continent. He reiterated that the AU's suspension and sanctions on countries affected by military takeovers would remain in force until constitutional rule is restored, underscoring the organization's steadfast stance against unconstitutional changes of government.
In light of the recent surge in military takeovers, Mr. Adeoye emphasized the AU's unwavering dedication to promoting democratic principles and declared zero tolerance for any actions undermining constitutional governance.
