Minister for Energy and Green Transition, Dr. John Abdulai Jinapor, has called for stronger policies, sustained investment and technological innovation to build a more resilient downstream petroleum sector capable of withstanding future global energy shocks.
Speaking at the Ghana International Petroleum Conference (GhIPCon) 2026, Dr. Jinapor said recent global energy market disruptions have highlighted the need for countries to strengthen their energy systems before crises occur.

Addressing the conference on the theme, “Building a Resilient Downstream: Policy, Innovation and Investment for Growth,” he said Ghana must embed resilience in its energy sector through sound policies, strategic infrastructure and close collaboration between government and industry.
The Minister commended oil marketing companies, bulk distribution companies, transport operators and the National Petroleum Authority for maintaining fuel supplies despite global price volatility and supply chain disruptions.
He stressed, however, that temporary government interventions are not sufficient to guarantee long-term energy security.
Dr. Jinapor called for increased investment in refining capacity, strategic petroleum reserves, modern storage facilities, efficient transportation systems and diversified supply chains.
He also urged the creation of a predictable regulatory environment to encourage private sector investment, promote competition and protect consumers.
The Minister highlighted the importance of digitalisation, automation and data-driven regulation to improve efficiency, reduce losses and enhance transparency across the petroleum value chain.
While acknowledging the global shift towards cleaner energy, Dr. Jinapor said petroleum products will remain an important part of Ghana’s energy mix for the foreseeable future and called for a just transition supported by cleaner fuels, improved efficiency and emerging technologies.
