Performance must translate into results – Hon. Emmanuel Kwadwo Agyekum charges Labour Department staff

The Minister for Labour, Jobs and Employment, Hon. Emmanuel Kwadwo Agyekum, has charged staff of the Labour Department to ensure that their performance translates into measurable results that improve services to workers, employers and job seekers.

He made the call on September 8, 2026, when he paid a working visit to the Labour Department in Accra as part of his engagements with departments and agencies under the Ministry to assess their operations, identify challenges and set clear expectations for improved performance.

Hon. Agyekum stressed that staff performance must be measurable and results-oriented, with officers expected to demonstrate tangible outcomes from the responsibilities assigned to them.

According to the Minister, the Department must move beyond routine administrative processes and position itself as a dynamic institution capable of responding effectively to the changing needs of Ghana’s labour market.

He urged management to establish clear performance targets for staff and ensure that those targets are regularly monitored and evaluated.

Hon. Agyekum said the Labour Department has a critical role to play in supporting government’s employment agenda through the provision of employment services, labour market information, vocational guidance, labour inspection and the facilitation of opportunities for job seekers.

He therefore urged staff to approach their responsibilities with a strong sense of urgency, accountability and commitment to service.

The Minister also underscored the importance of digitalisation and reliable employment data in improving the Department’s performance. He called for renewed efforts to make the Ghana Labour Market Information System (GLMIS) fully functional to provide government with accurate and timely information on employment trends.

The Acting Chief Labour Officer of the Labour Department, Mr. Dawuda Braimah, briefed the Minister on the Department’s operations, including the registration and placement of job seekers, employer engagement, labour migration, vocational guidance and counselling.

Mr. Braimah, however, highlighted staffing challenges at some of the centres. He noted that while a Public Employment Centre (PEC) ideally requires seven officers to operate effectively, some centres currently function with just one personnel.

The working visit provided an opportunity for management and staff to present their achievements, challenges and proposals for strengthening the Department’s operations, while receiving the Minister’s direction on improving performance and aligning their activities with the Ministry’s job creation and employment priorities.
