Parliament has approved a 20-year Public-Private Partnership (PPP) concession to reintroduce road and bridge tolls through a fully electronic collection system.
The agreement between the Ministry of Roads and Highways and a Special Purpose Vehicle (SPV) to be established by Rock Africa Limited will enable the nationwide rollout of digital tolling infrastructure aimed at improving road funding and eliminating congestion caused by manual toll booths.

The approval followed the adoption of a report by Parliament’s Roads and Transportation Committee after lawmakers debated the return of road tolls, which were suspended in November 2021.
Bimbilla MP and former Defence Minister Dominic Nitiwul supported the electronic tolling system, saying it would improve convenience by allowing motorists to pass through toll points without stopping, with payments processed electronically.
Government says the new digital platform will reduce revenue leakages, improve operational efficiency, and provide sustainable funding for the maintenance and expansion of Ghana’s road infrastructure.
