Oil marketing chamber calls for audit of Gold-for-Oil program

Marti Kpebu vows to ensure Attorney-General acts on ORAL team’s petitions Marti Kpebu, a member of the Operation Recover All Loot (ORAL) team, has pledged to ensure that Attorney-General Dr. Dominic Ayine takes action on the petitions submitted to the team. On Monday, February 10, 2025, the ORAL team presented its report to President John Dramani Mahama in Accra. Following the presentation, President Mahama handed the report to Dr. Ayine, instructing him to launch immediate investigations into the cases outlined. Speaking on Eyewitness News on Citi FM, Kpebu emphasized the importance of a thorough probe into the complaints received from the public, highlighting the need for accountability. “These are petitions. Some people have even submitted them anonymously, detailing concerns about financial misconduct. The Attorney-General cannot simply discard them. He will review the cases, begin with the straightforward ones, and work his way through the more complex ones,” Kpebu stated. He further underscored the credibility of the petitions, insisting that they were backed by substantial evidence. “We know the strength of the petitions we submitted. The Attorney-General is aware that I personally sat through and reviewed these cases, gathering evidence. He will not have peace if he tries to dismiss them. Ablakwa won’t let him rest. Domelevo won’t let him rest. Kofi Boakye and now Raymond Archer, who has been appointed as one of EOCO’s deputy directors, will also be involved,” Kpebu added. He stressed that the ORAL team would hold Dr. Ayine accountable to ensure the cases are not ignored. “So, Dr. Ayine has no choice. We will demand action, and he won’t get peace until justice is served,” Kpebu asserted. The government has yet to officially respond to the ORAL team’s demands.

The Chamber of Oil Marketing Companies (COMAC) is demanding an independent audit of the financial performance of the Bulk Energy Storage and Transportation (BEST) Company under Ghana’s Gold-for-Oil (G4O) program, citing concerns over its effectiveness.

The G4O initiative was introduced to ease foreign exchange pressures by using Ghana’s gold reserves to purchase refined petroleum products, with the goal of stabilizing domestic fuel prices. However, COMAC argues that the program has met only about 30% of Ghana’s petroleum needs and has failed to deliver significant forex stability.

The chamber has also raised concerns over BEST’s role in oil trading, noting that the company had no prior experience in the sector. According to COMAC, this lack of expertise has resulted in financial losses and potential fuel shortages.

In response, the chamber is advocating for a shift from the Gold-for-Oil model to a Gold-for-Forex (G4F) approach, where gold reserves would be used to stabilize the foreign exchange market. This, they argue, would ensure that oil importers have sufficient forex liquidity to meet demand.

COMAC is also calling for broader reforms in Ghana’s downstream petroleum sector, including increased investment in domestic refining capacity, improved fuel storage and distribution networks, and stronger regulatory oversight to eliminate inefficiencies.

While the government has yet to respond to these recommendations, industry analysts believe a thorough audit of BEST’s financial performance could be critical in shaping future policies on resource management and economic stability.
