PAC directs Takoradi Technical University to recover GH¢70,000 from staff member over breached study bond

The Public Accounts Committee (PAC) of Parliament has instructed Takoradi Technical University (TTU) to recover over GH¢70,000 from a former staff member, Mr Bright Oduro, who failed to honour a study bond agreement.

According to the 2024 Auditor-General’s report, Mr Oduro travelled to Canada for further studies under a bond valued at GH¢82,000 but did not return to serve the university as required.

During Thursday’s PAC sitting at Parliament House, Accra, Mr Emmanuel Boadi, Deputy Director of Finance at TTU, stated that the university had contacted Mr Oduro’s guarantors to recover the funds. He noted that as of November 5, Mr Oduro had paid GH¢6,000 and agreed to pay GH¢5,000 every two weeks.

Mr Boadi added that the university’s lawyer was preparing further enforcement measures, including placing an embargo on the guarantors’ salaries if necessary.

PAC Ranking Member Mr Samuel Atta Mills urged TTU to intensify recovery efforts, emphasising that the committee would give the university 90 days to collect the outstanding funds.

The directive aligns with PAC’s ongoing efforts to uphold financial accountability and recover public funds lost through breached contracts and unfulfilled obligations.
