GSA holds stakeholder engagement on 2024 performance and future outlook

The Ghana Standards Authority (GSA) has held a stakeholder engagement meeting to review its 2024 performance, share progress made, and gather feedback from the public, development partners, and industry players.

The meeting, organised under the auspices of the State Interests and Governance Authority (SIGA), the Ministry of Trade, Agribusiness and Industry (MoTAI), and the Ministry of Finance (MoF), provided a platform for dialogue on transparency, accountability, and improved service delivery in Ghana’s standardisation sector.

Speaking to the media, Professor George Agyei, Acting Director-General of GSA, said the engagement marked a significant step in strengthening the Authority’s accountability framework.

“The Authority believes that engaging with stakeholders will enable it to better understand their needs and expectations, ultimately leading to more effective standardization and quality assurance in the country,” he stated.

Prof. Agyei explained that the meeting enabled the Authority to present its performance indicators, financial performance, and other key metrics. He stressed that GSA remained committed to delivering world-class standards services aligned with international best practices while addressing Ghana’s unique economic needs.

Board Chairman of GSA, Mr. Hudu Mogtari, said the meeting formed part of efforts to drive Ghana’s industrial transformation in line with the government’s flagship 24-hour Economic Policy, adding that it was important to work closely with stakeholders to shape the country’s industrial landscape.

Performance Highlights for 2024

  • Standards Development: Of the 443 standards projected, 53% were completed, adopted, revised, published, and gazetted.
  • Verification of Trade Instruments: A total of 227,156 weights, measures, and instruments were verified to ensure accuracy in trade.
  • Inspections: GSA conducted 143,496 inspections, up from 134,268 in 2023, exceeding its target by 7%.
  • Certification: By the end of the year, 1,128 certificates were issued to locally manufactured products, compared to a projected 1,600.

Prof. Agyei emphasised that through such engagements, the Authority seeks to foster collaboration, strengthen partnerships, and enhance innovation and quality across all sectors.

The GSA described the stakeholder meeting as part of a proactive governance approach, designed to align its work with stakeholder expectations and ensure accountability in delivering its mandate.

Failure to meet the requirements, the study warns, could result in Ghanaian exporters losing access to the lucrative European market. The study, commissioned by COLEAD (formerly COLEACP) using Ghana as a case study, examined the country’s packaging industry, regulatory frameworks, and preparedness of public and private sector actors. It found low awareness and limited readiness across key stakeholders, including regulators, packaging manufacturers, and exporters. “While the Ghana Standards Authority (GSA) has some familiarity with aspects of the PPWR, it is yet to establish the regulatory framework or laboratory capacity required for BPA testing and compliance,” the report noted. Similarly, the Ministry of Trade, Agribusiness and Industry (MoTAI) and industry actors have yet to adapt fully to the EU’s new requirements. Although some local companies have begun using recyclable materials or conducting limited BPA testing, these efforts are fragmented and often fall short of EU standards. Systems for recyclability testing, traceability documentation, and Extended Producer Responsibility (EPR) remain weak. Ghana’s EPR policy, while drafted, has not been finalized or fully implemented. Despite the gaps, the study highlighted strong interest among local firms to innovate and comply, provided technical and financial support is available. Major barriers include high compliance costs, misalignment between local and EU regulations, and limited access to EU-compliant packaging materials. The report recommends raising awareness among stakeholders, improving recyclability, reusability, and composability of packaging, strengthening traceability and labelling systems, enhancing chemical testing capacity, and finalizing the national EPR framework. It also urged development of a national roadmap to align local packaging standards with EU regulations, scaling up testing capabilities, and mobilizing support for SMEs. Without swift and coordinated action, the study concluded, Ghana’s agri-food exporters risk losing competitiveness in the EU market when the PPWR and BPA regulations come into force
