The Ministry of Communication, Digital Technology and Innovations has confirmed a high-level diplomatic engagement with the Russian Ambassador to Ghana over ongoing investigations into an alleged cybercrime involving a Russian national.
The meeting, led by the Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George, and the Minister for Gender, Children and Social Protection, Hon. Dr. Agnes Naa Momo Lartey, was held with Russian Ambassador H.E. Sergei Berdnikov to formally brief the Embassy on the case.

According to the Ministry, the investigations centre on allegations that a Russian national secretly recorded private encounters with Ghanaian women and distributed the footage online without their consent. Authorities further suspect that the material was monetised through digital platforms.
Government officials stressed that the case is being treated strictly as a cybercrime under Ghanaian law, not as a matter of morality or private relationships.
They cited Section 67 of the Cybersecurity Act, 2020 (Act 1038), which criminalises the non-consensual recording and dissemination of intimate images.
Preliminary investigations by Ghana’s cybersecurity and law enforcement agencies are focused on tracing digital footprints and financial transactions linked to the suspect. Authorities also indicated that investigations extend to any individuals, whether foreign or Ghanaian, who may have redistributed the material.
Given the cross-border dimensions of the case, the Government has activated international cooperation mechanisms, including engagement with INTERPOL and other relevant security agencies.
Officials reaffirmed Ghana’s commitment to fulfilling its constitutional obligation to protect its citizens.
Although there is no extradition treaty between Ghana and Russia, the Russian Ambassador indicated that the information would be relayed to authorities in Moscow.
He added that the alleged actions are also regarded as criminal under Russian law and assured Ghana of continued diplomatic cooperation.
The public has been cautioned against sharing or redistributing the alleged illegal content, as doing so constitutes a criminal offence under Ghanaian law.
The government of John Dramani Mahama reiterated its commitment to safeguarding the dignity, privacy, and rights of citizens and pledged to provide updates as investigations progress.
In addition, the Ministry of Gender, Children and Social Protection has established a victim support desk staffed with clinical professionals to offer confidential psychological and emotional assistance to affected individuals.
