Ghana Medical Trust Fund already saving lives, Administrator tells MPs

The Administrator of the Ghana Medical Trust Fund says the Fund has moved beyond legislation to become a fully operational institution that is already providing life-saving support to patients and strengthening Ghana’s specialised healthcare system.

Addressing the Majority Caucus Retreat in Ho in the Volta Region, the Administrator said the Trust Fund had established the governance structures, operational systems and technical capacity needed to deliver sustainable healthcare support for Ghanaians living with chronic non-communicable diseases.

He commended Parliament for passing the Ghana Medical Trust Fund Act, describing the legislation as a landmark achievement that has brought hope to thousands of patients who previously struggled to afford specialised medical treatment.

According to the Administrator, the Fund deliberately prioritised building transparent governance systems, recruiting qualified personnel and developing effective operational structures before commencing full implementation.

He said a nationwide needs assessment was subsequently conducted across teaching hospitals, regional hospitals and specialist health facilities to identify critical equipment and infrastructure requirements.

As part of its initial implementation, the Trust Fund successfully completed a pilot programme that provided life-saving financial assistance to 50 patients suffering from chronic non-communicable diseases.

The pilot enabled the Fund to test its patient enrolment process, claims management system, provider payment mechanisms and digital platforms ahead of a nationwide rollout.

Beyond direct patient support, the Administrator said the Trust Fund had strengthened partnerships with corporate organisations and development partners to improve healthcare infrastructure across the country.

These collaborations, he noted, have led to the donation of essential medical equipment and consumables to hospitals based on identified healthcare needs rather than political considerations.

One of the Fund’s flagship achievements, he said, is the reconstruction and expansion of the Cardiac Catheterisation Laboratory at the National Cardiothoracic Centre of the Korle Bu Teaching Hospital.

According to the Administrator, specialist teams began performing complex cardiac procedures within two days of the facility’s commissioning, with about 30 patients expected to benefit during its first week of operation.

He further announced that two additional Cardiac Catheterisation Laboratories at the Komfo Anokye Teaching Hospital and the Tamale Teaching Hospital are expected to be commissioned before the end of the year.

Plans are also underway to establish similar facilities at the Ho Teaching Hospital and the Effia Nkwanta Regional Hospital, in line with the President’s vision of decentralising access to specialised cardiac care.

On specialist workforce development, the Administrator said the Trust Fund has partnered with the Ghana College of Physicians and Surgeons, the Ghana College of Nurses and Midwives, and the Ghana College of Pharmacists to strengthen specialised healthcare training.

He disclosed that the Fund has also supported the training of 500 post-basic nurse specialists as part of a long-term strategy to ensure that every region has at least 10 specialists capable of managing chronic diseases.

The Administrator added that research forms the fourth pillar of the Trust Fund’s work, with the objective of ensuring that healthcare policies, investments and interventions are guided by evidence and Ghana’s disease burden.

He concluded by stating that the Ghana Medical Trust Fund had evolved from an Act of Parliament into “a functioning institution already saving lives,” and appealed to Members of Parliament to continue supporting the initiative to ensure that no Ghanaian is denied specialised healthcare because of financial constraints, geographical location or personal circumstances.
