President John Dramani Mahama has announced plans for the creation of Specialised Financial Courts to prosecute infractions identified in the Auditor General’s Annual Report, as well as illegal mining and other environment-related crimes.
The decision was revealed following a high-level meeting between the President, Acting Chief Justice Paul Baffoe-Bonnie, Attorney General and Minister for Justice Dr Dominic Ayine, and Auditor General Johnson Akuamoah Asiedu.

Scope and Jurisdiction
According to a statement from the Presidency, the proposed Specialised Courts will:
- Handle financial and administrative irregularities flagged by the Auditor General.
- Prosecute cases involving illegal mining (galamsey) and other environmental offences.
- Operate through circuit adjudications across the country to ensure accessibility and efficiency.
Enforcement of Auditor General’s Powers
The statement emphasised that, under Article 187(7)(b) of the Constitution, the Auditor General will continue to “disallow” illegal expenditures and “surcharge” responsible persons, reinforcing accountability within public financial management systems.
