Mahama unveils Tema Oil Refinery is ready to operate

President John Dramani Mahama has announced plans to expand the Tema Oil Refinery’s processing capacity from 40,000 barrels per day to 100,000 barrels as part of efforts to strengthen Ghana’s energy security and industrial development.

Speaking at the commissioning of the refinery’s refurbished Crude Distillation Unit (CDU), President Mahama said the revival of the refinery demonstrates the government’s commitment to restoring struggling state-owned enterprises.

He disclosed that the refinery’s new management successfully restored the Crude Distillation Unit, the Residual Fluid Catalytic Cracking Unit, installed a new F61 crude heater and returned Boiler Number Eight to service without receiving financial support from the government.

According to the President, the objective is not simply to keep the refinery operational but to make it more competitive, efficient and commercially sustainable.

He directed the Minister of Energy and Green Transitions to work with the board and management of the refinery to develop a strategic plan to increase its refining capacity.

The commissioning also marked the arrival of one million barrels of Jubilee Medium Sweet crude oil, the third shipment delivered to the refinery since May.

President Mahama said the refinery has played an important role in ensuring a stable supply of petroleum products, helping Ghana avoid significant fuel shortages despite global geopolitical tensions affecting crude oil markets.

He further announced plans to restructure the refinery to reduce political interference and position it as a strategic institution supporting Ghana’s industrialisation agenda.

The President said the refinery would contribute to the government’s 24-hour economy initiative, accelerate industrial production, support manufacturing, create jobs and improve Ghana’s competitiveness under the African Continental Free Trade Area.

Managing Director of Tema Oil Refinery, Edmond Kombat, also revealed that the refinery’s unaudited financial statements covering the period from 2019 to 2025 have now been successfully audited.
