Ghana’s Speaker of Parliament, Rt. Honourable Alban Sumana Bagbin held a meeting with the State Secretary to the Minister of International Development of Norway, Ms Stine Renate Håheim, on the sidelines of the 11th Session of the Conference of States Parties (CoSP 11) to the United Nations Convention Against Corruption (UNCAC) in Doha, Qatar, from December 15 to 19, 2025.
The meeting followed the collaboration between Ghana, Norway, Albania and Mongolia that led to the tabling of a landmark draft resolution on enhancing transparency in funding of political parties, the first-ever UNCAC resolution specifically addressing political finance transparency.

Speaker Bagbin commended Norway for its leadership in advancing the resolution and highlighted Ghana’s commitment to promoting democratic governance, integrity and transparency in political financing. He noted that unregulated political funding risks undermining democracy, entrenching corruption, and eroding public trust, and stressed the importance of international cooperation to address these challenges.
He also emphasised the resolution’s focus on capacity-building, technical assistance, gender equity, protection for whistleblowers, the role of civil society and the media, establishment of oversight bodies, robust accounting and reporting requirements, and transparent allocation of public funding. Speaker Bagbin called for further attention to organised crime and infiltration of political processes.
Ms Håheim thanked Ghana for co-sponsoring the resolution and praised the collaboration among the four countries, representing different UN regions, as a demonstration of broad support. She noted that the resolution, titled “Preventing and combating corruption through enhancing transparency in funding of political parties, candidatures for elected public office and electoral campaigns,” will strengthen international partnerships on anti-corruption and democratic governance.
Both parties expressed confidence that the successful adoption of the resolution would promote greater commitment to implementing its principles worldwide.
