Parliament approved National Cathedral in 2018-2020 budget - Former Attorney-General

Lawyer Jonathan Amable sued the Attorney-General in 2024, claiming the government illegally used public funds to build the National Cathedral (J1/5/2024).

Amable’s case: He says money was taken from the Consolidated Fund and Contingency Vote without Parliament’s approval, violating Articles 179 and 181 of the Constitution. He argues the spending was unauthorised, non-transparent, and should be refunded to the state.

The AG’s defence (9th July 2025): The AG insists no law was broken – the Cathedral appeared in the 2018–2020 national budgets, which Parliament approved.

He says once Parliament passed those budgets, the Finance Ministry could lawfully release funds.

He adds that state support for religious projects is not unconstitutional if it serves a public purpose and treats all faiths equally.

In effect, Amable says the Cathedral’s spending bypassed Parliament; the AG says it was approved by Parliament.

The Supreme Court will now decide whether those payments were a lawful budget expense or an unconstitutional diversion of public funds.
