The Government of Ghana and organised Labour have reached an agreement to implement a nine percent increase on base pay across the Single Spine Salary Structure, effective from January 2026 to December 2026.
The accord was formalised on Sunday, November 9, 2025, following negotiations that began on October 31, 2025, and involved multiple meetings of the Public Sector Joint Standing Negotiating Committee.

The agreement was signed by Dr George Smith-Graham, Executive Director of the Fair Wages and Salaries Commission, and Dr Cassiel Ato Forson, Minister of Finance, on behalf of the Government. Representing organised Labour were Mr Joshua Ansah, Secretary-General of the Trade Union Congress, and Dr Isaac Bampoe Addo, Executive Secretary of CLOGSAG.
The pact emphasises the Government’s commitment to continue engagement with unions on outstanding Conditions of Service issues while maintaining regular dialogue on broader economic management. The implementation of the nine percent pay increase marks a key milestone in ongoing efforts to improve compensation for public sector employees.
