Ghana Signs Visa Waivers and Launches First-Ever Ambassador KPI Framework

Accra, September 2025 – Ghana has ratified multiple visa waiver agreements with countries across Europe, Latin America, Africa, and the Caribbean, a move aimed at boosting global mobility for Ghanaians and increasing the value of the Ghanaian passport.

Foreign Affairs and Regional Integration Minister, Samuel Okudzeto Ablakwa, disclosed the agreements during the Government Accountability Series at the Presidency in Accra. The deals cover ordinary passport holders and include Morocco, Mozambique, Colombia, São Tomé and Príncipe, Dominica, Serbia, Algeria, and Angola, with implementation already underway for Morocco.

“These agreements are a significant step toward enhancing mobility, increasing the Ghanaian passport’s value, and fostering stronger economic, cultural, and people-to-people exchanges,” Mr. Ablakwa said.

Beyond visa deals, the Ministry facilitated the ratification of international treaties in Parliament, including the Treaty on the Prohibition of Nuclear Weapons, WTO protocols on fishery subsidies, and conventions on international civil aviation and maritime safety.

In a historic reform, Ghana has introduced a Key Performance Indicator (KPI) framework for ambassadors and high commissioners. Unveiled by President Mahama at the September Conference of Heads of Mission, the 500-page KPI document sets measurable benchmarks in trade promotion, diaspora engagement, cultural diplomacy, and consular services.

“This is the first time our envoys are being sent with a clear performance framework,” Mr. Ablakwa noted. The new performance delivery unit, led by former Ambassador Alexander Grant Ntrakwa, will monitor and ensure accountability for Ghana’s diplomats.

Ghana is also expanding its diplomatic footprint, opening a mission in Budapest, Hungary, and planning consulates in Lisbon, Dublin, Massachusetts (USA), and Singapore. The minister highlighted strategic engagements, such as the June 2025 Ghana–EU Partnership Dialogue, focused on trade, climate action, security cooperation, and youth employment.

“These steps will deepen Ghana’s global reach and create more opportunities for trade, investment, and cultural exchanges,” he added.
