U.S.-funded Ghana Army facility raises questions

U.S. Funded Facility at Ghana's Michel Camp Raises Local Concerns and Small Business Exclusio

The U.S. government intends to fund a facility at the HQ of ‘s 1st Battalion (the famous Michel Camp). It will comprise of a 2-storey building & garages for 50 vehicles. Even though there is no budget cap, there are indications that a ceiling of $45m applies to the project’s category.

The development raises a number of fascinating issues, including Africom’s posture in the region etc., which was the subject of intense debate some years back. I think the military authorities in Ghana should proactively disclose & EXPLAIN such projects due to strong local sensitivities.

Also, this is supposed to be a “small business friendly” procurement exercise, yet it doesn’t look like any Ghanaian small businesses are primed to benefit. Yet another reason why transparency is critical. Whether risks or benefits, citizens need to know.

By the way, the deadline for bids is August 23rd.
