The Ghana Revenue Authority (GRA) has responded to a Right to Information (RTI) request filed by North Tongu Member of Parliament, Samuel Okudzeto Ablakwa, regarding allegations that Rev. Victor Kusi Boateng possesses two different Tax Identification Numbers (TINs).
Mr Ablakwa had alleged that Rev. Kusi Boateng, a member of the Board of Trustees of the National Cathedral, was operating under different identities and using separate TINs to conduct business.

On January 25, 2023, the MP submitted RTI requests to the Commissioner-General of the GRA and the Registrar-General, seeking clarification on how one individual could be issued with two TINs, contrary to Ghana’s tax laws.
The requests also sought information on the actions being taken by both institutions to address the alleged use of multiple identities by Rev. Victor Kusi Boateng, also known as Kwabena Adu Gyamfi, who serves as Secretary to the National Cathedral Board of Trustees.
Mr Ablakwa further asked the GRA to indicate how long it would take to conclude investigations into the matter.
In a response dated February 3, 2023, the GRA explained that the two TINs were issued at different times when the registration system lacked biometric verification and facial recognition technology.
According to the Authority, the TIN linked to Victor Kusi Boateng was issued on August 13, 2013, while the one associated with Kwabena Adu Gyamfi was issued on March 15, 2016.
The GRA stated that, at the time, its registration system was not capable of detecting duplicate identities through biometric or facial recognition checks.
The Authority also disclosed that it had commenced investigations into Mr Ablakwa’s allegation that the two identities belong to the same individual and were allegedly being used for criminal purposes.
The outcome of the investigations, the GRA said, would determine any further action in accordance with Ghana’s tax laws and regulations.
