The Bank of Ghana (BoG) defines Rural and Community Banks (RCBs) as specialised financial institutions primarily focused on providing financial services within specific rural or peri-urban communities in Ghana.

They are essentially a type of Specialised Deposit-Taking Institution (SDI) that operates under the authority and supervision of the BoG.

Their key defining characteristics, according to the BoG’s regulatory framework, are:

Geographical Focus: RCBs are established with the principal mandate of serving the financial needs of the rural and peri-urban communities where they are located. This is to promote financial inclusion in areas underserved by traditional commercial banks.
Ownership Structure: They are unique in their ownership structure, as they are typically established and owned by the local community through the purchase of shares.
Permissible Activities: Like other specialised deposit-taking institutions, they are licensed to carry out core banking activities, including:
- Deposit-Taking: Accepting deposits from the public, particularly savings deposits and current accounts.
- Lending: Providing credit (loans) to farmers, small-scale businesses, and individuals within their operational area.
- Payment Services: Facilitating various payment and money transfer services.
Regulatory Oversight: RCBs must adhere to the prudential and regulatory guidelines issued by the Bank of Ghana, which maintains strict oversight to ensure their financial stability and adherence to their community development mandate.
